• Membership of PCRC is open to all adult citizens of Nigeria irrespective of tribe, State of Origin, religion and political affiliations.
• Members shall be persons of self-discipline, law abiding, honest, respectful and dedicated to the ideals of the Association
• Intending members shall be registered at any level of the Association: Division, Area Command, State, Zone and the National as long as they undergo necessary registration procedure at such levels provided he/she is not registered at more than one level except by accredited representation. Idealy the entry point for new members is at the divisional level, except those recommended to be admitted directly to higher levels of the PCRC by special recognitions.
• Persons adjudged to be insane or under any conviction by a court of competent jurisdiction shall not be admitted into the Association
• New members or existing members shall be required to pay registration fee and or monthly dues respectively as prescribed by the Executive Committee at the level of registration
• Members shall undergo induction before they are fully admitted at the level of registration
• After induction, members shall be issued membership ID cards and shall forfeit same on ceasing to be members of the PCRC at any level.

There are three (3) categories of membership of the PCRC

• Individual membership
• Cooporate membership, which requires a registered organization/institution, companies, government agencies etc.
• Honorary membership, which is conferred on individuals who have excelled in the cause of their service to humanity and our Nation.

There are five (5) levels of membership which are the various levels of Command of the PCRC

3. State Command
4. Area Command
5. Divisional Headquarters

The National Working Committee (NWC)

The National Working Committee comprises of the following:

1. National Chairman
2. Deputy Natinal Chairmen (2)
3. National Vice Chairmen from each of the six Geopolitical Zones (6)
4. The National Secretary, who should be the Police Force PRO or his representative
5. The Deputy National Secretary
6. The National Treasurer
7. The Assistant National Secretary
8. The National Organizing Secretary
9. The National Fiancial Secretary
10. The National Publicity Secretary
11. The National Legal Adviser
12. The National Auditor
13. The National Welfare Officer

The National Committee

The PCRC at the National Level comprises of the following:

• All the National Working Committee (NWC) members
• All Zonal Chairmen and State Chairmen
• National Vice Chairmen from each of the six Geopolitical Zones (6)
• National Leaders of CSOs, NGOs, CBOs, Cheif Executive officers of Corporate Organizations or their representatives, Government Agencies.
• Prominent Individuals are not be registered at any level of the Association.

Zones

The Zonal members comprises of the following:

• All Zonal Working Committee (ZWC) members
• All National officers from the zone
• Five (5) nominees from each of the component State PCRCs of the Zone, inclusive of the Chairman and Secretary
• Leaders or Representatives of the Corporate Organizations, Associations, NGOs, CBOs, Government Agencies, with Zonal offices in the Zone.
• Prominent individuals who are not registered at other levels of the Association

The State

The State members comprises of the following:

• All Executive members
• Area Command Chairmen and secretaries
• Divisional Chairmen
• Leaders/CEOs/HODs of Organizations, Associations, Corporate Organizations, Government Agencies with headquarters in the State capital.
• Prominent individuals who are not members at any other level of the PCRC

The Area Commands

The Area Command members comprises of the following:

• All elected executives
• Chairmen and secretaries of Divisions within the Area command
• Leaders/CEOs/HODs of Organizations, Associations, Corporate Organizations, Government Agencies that have headquerters within the jurisdiction of the Area command
• Prominent individuals within the Area command who are not registered members at any other level of the PCRC

The Divisions

Members of Divisional PCRC comprises of the following:

• All elected executives of the division
• Fifteen (15) members drawn from each of the component communities of the Division, representing, Traditional rulers, CDC, Religious Leaders, Women Leaders, Youth Leaders, Corporate Organizations, Head of Schools, Vigilantes, Market Women Association, The National Union of Road Transport Workers, Leaders of Trycycle and Motorcycle Association, Artisans, Individuals etc.
